Abstract：As two high-frequency terminologies in administrative system of science and technology, technology transfer(TT)and scientific & technological achievement(STA)transformation are usually confusedly used.And such a situation has been one of the main bottlenecks to certain extent in restricting theory research and practical work of STA transformation in China.On the basis of the literature reviews at home and abroad, the connotation of TT and STA transformation is reworked, the scope of both of subjects is defined, and motion processes are described in graphs.Based on above, we compare the two concepts and get the results:1)the overlap exists between TT from the micro-view and STA transformation;2)there are obvious differences in the scope of subjects, subject role interchangeability, marketing degree, motion change rules in time and space axis and so on.
