Abstract：Smart emergency management system is a complex large-scale system supported by the new generation of information technology and the next generation of innovation 2.0, which characterized by emergency, intellectuality, new technicality and complex system etc. Since the development of smart emergency management system is restricted by the following factors: deviation on cognition, technical bottlenecks, shortage of talents and found shortage, the present scientific and feasible emergency management system ought to select the over-all consideration pattern, which includes the primary and secondary plans. Thus, a series of countermeasures, like publicity education, planning demonstration, regulations, simultaneous development of asset and increase, financial support and uniform system, must be adopted to overcome all these constraints.
