Analysis on Cultivating Strategic Emerging Industries by Public-Pivate Partnerships Mode:Based on Hybrid Organization Theory

Abstract:As the dual goals in social and economic benefits of the strategic emerging industries,this paper explores the public-private partnerships(PPPs) mode of developing strategic emerging industries under transaction cost theory framework from the perspective of hybrid organization theory.First,the institutional factors of PPPs development in cultivating strategic emerging industries are presented under PEST (Politics,Economics,Society,Technology) framework.Then,the formation mechanism is analyzed based on intermediary organization theory.Finally,some operation issues in developing strategic emerging industries are discussed connected with advantages of PPPs.
