Abstract：In this paper,we investigate the change-points and cycles of carbon dioxide emissions from China s manufacturing energy consumption from 1985 to 2010,using grey relational method,and we then analyze the China s energy policy effect to carbon dioxide emissions in manufacturing.According to the research,the change-points of total carbon emissions in manufacturing are in 1996 and 2001.The data of the total carbon emissions in manufacturing is divided into the following three cycles:1985—1996,1997—2001,and 2002—2010.The analysis on the cause of the change-points and cycles of carbon dioxide emissions can provide important reference for China s energy policy.
