Abstract：Along with the deepening of science and technology system reform and perfecting of market economic system,business enterprise has become the main funder and performer of RD activities in China.The business expenditure on RD of China has leapt to the forefront of the world.The share of private enterprises RD expenditure in BERD has been keeping an increased trend.However,the dominate status of enterprise in technology innovation has not been totally established.The reason lies in the quality of enterprises RD activities in our country still needs to be improved,and also many important structural problems exist in RD investment of enterprises.which include low RD intensity,small share of scientific research,and low proportion of high technology RD are still low.In this paper,the authors analyze the reasons for these problems and put forward relevant policy suggestions.
