Abstract：Dividing the knowledge networks into internal and external knowledge networks,the paper carries on empirical analysis on technological innovation performance of photovoltaic enterprises based on the 211 questionnaires of the high-level technical personnel and managers from photovoltaic enterprises of Jiangsu province.The result shows that both internal and external knowledge networks have a positive effects on performance of technological innovation of PV enterprises,but the internal knowledge network has a stronger influence.The technical capability mediates an incomplete effect between knowledge networks and the performance.Government behavior plays the role of moderating effect.Government RD subsidy can strengthen the RD investment of enterprises.The electricity price subsidy can promote technical capability and innovation performance.But the moderating effect of industry planning isn t significant.
