Abstract：The methods of Gini coefficient,Theil index,regional separation index are used to measure the regional difference of RD Innovation Capability in China,the new products,number of inventions patent application,sales revenue of new products are used to weigh the regional RD innovation capability.The results showed that the regional differences change of new products,number of inventions patent application presents S shape curve,sales revenue of new products takes the shape of the inverted U shape curve calculating by Gini coefficient and Theil index methods.Besides,the difference of provincial RD innovation capability is significant as measured by the Gini coefficient.The gap within the region dominates the difference of potential innovation ability,and the gap between regions dominates the difference of science and technology innovation and science and research achievements transformation ability.
