Abstract：Based on the panel data of China industrial sectors,this paper conducted evaluation on R&D technological advance of Chinas 37 segmented industries.Meanwhile,considering such factors as technology import and technology transfer,the paper also made empirical test upon environmental regulations influential effect towards R&D technological advance.The result shows that the environmental regulation has significant promoting effect on technological advance,which confirms the Porter Hypothesis in Chinas industry level.Besides,there is the inverted“U”type non-linear relationship between the two,namely,with the enhanced intensity of environmental regulation,its effect on R&D technological advance increases initially and decreases afterwards,which also suggests that Porter Hypothesiss establishment in Chinas industry is conditional.Finally,this paper proposes policy suggestions on the coordinated development of environmental regulation and R&D technology progress
