Driving Policies of Carbon Capture and Storage: an X-Y Dimensions International Comparison

Abstract:This paper employs an X-Y dimensions framework to compare the CCS policies in China,the US,the UK and Australia.The study results show that:Notwithstanding the investment and existence of a number of demonstration projects,there is a noticeable lack of laws,regulations,intellectual property right protection policies and market-oriented measures such as financing,taxation and market entry;For the upper industrial chain,there is a lack of electricity sales polices which can make up costs;For the downstream industrial chain,the mechanisms for information disclosure,resource utilization and post-project evaluation are embryonic;the focus is on trans-departmental and enterprise cooperation at the neglect of inter-enterprises or inter-industries cooperation.Simultaneously,there is no clear division of responsibilities amongst functional departments
