Abstract：Outsourcing is a new industry with a collection of intelligent human resource.Human resource is the core element of outsourcing,and also the key problem to promote the industry's development.This paper investigates deeply the whole situation,main problems and current policy of human resource in 21 outsourcing model cities in China.The survey results show:Nowadays the outsourcing talent generally has good education background,but low wage level,high wastage rate,and the market supply and demand are mismatching.Then it puts forward to change mind,reform education system,build employment system and give policy support to improve
