Abstract：This paper, based on the classification and analysis of different kinds of intellectual capital in scientific and research organizations, puts forward the transformation procedures:human capital into intellectual achievements, intellectual achievements into intellectual property rights, and intellectual property rights into intellectual assets.It suggests some references and enlightenment to throw light on prompting the competitive ability of scientific and research organizations
