Abstract：Technological capabilities development of the enterprise is of great significance for software outsourcing enterprise enhancing competitiveness.According to the different partners of enterprise technical cooperation, building the system dynamics model of enterprise technological capabilities, the paper simulates developing scenarios of enterprise technological capabilities based on technological cooperation by Neusoft Group data, and analyzes the influence of inter-enterprise technical cooperation, enterprise technical cooperation with technology transfer center, university and research institution on technological capability.The research shows that three types has obvious positive influence on technological capabilities, especially inter-enterprise technical cooperation .
