Abstract:This paper applied input-output analysis method and PLS-SEM analysis method to make a study of Chinas carbon lock-in and its carbon unlocking path with technological progress perspective.The results indicate that Chinas carbon lock-in situation had achieved a great improvement from 1995 to 2009,most industrial sectors have realized a great carbon unlocking from both internal and external aspects.There are the three main methods in promoting Chinas carbon unlocking:increasing capital investment of technological activities and human capital investment;improving the environment of technological progress And the method of improving technological progress environment can generate the greatest carbon unlocking effect.While technological progress itself will generate a part of carbon unlocking effect directly,it mainly relies on optimizing Chinas energy consumption and industrial structure to generate a greater carbon unlocking effect indirectly
