Abstract:To reflect the change trend of scientific talent accumulation,the scientific talent accumulation coefficient is established referring to the index of industry agglomeration.Based on 2003—2013 data,the paper uses DEA-Tobit two-step method to analyse the impact of regional evolutionary trend of Chinese technological talent accumulation on regional innovation efficiency.The results are as follows.The level of regional innovation efficiency is not high.The economic developed area is higher than less-developed region.The strength of technological talent aggregation and the balance degree of technological talent aggregation have a positive influence on regional innovation efficiency.The scale of technological talent aggregation has a negative effect on regional innovation efficiency,because the current scale of technological talent aggregation does not match regional innovation efficiency,technological talents gather over in the economic developed area,but talents do not gather enough in the economic less-developed region
