Abstract:Existing knowledge transfer perspective on industrial technology innovation strategic alliance faces great difficulties to explain why learning seldom happens and why the alliance is always too frangible.Based on industrial path perspective,4 union organizational models could be divided.Under the common technical perspective,this paper analyzes the characteristics of the industrial technology innovation and strategic alliances.It finds innovative organizational model based on common technology industry is more in line with developing goals for industry technology innovation strategic alliance.And then it analyzes the necessity of government intervention in the league,and builds a tripartite incomplete information dynamic game model to study the role of government in coalition development
