Abstract：In 2013,the Japanese government decided to implement ImPACT plan,to support the challenging innovation activities with high risks and promote the disruptive technologies to bring the society changes.The programme will have significant impact on the Japanese economy and society,and an important change on the organization mode of innovation activities.The management practice of ImPACT plan will provide the reference for the reform of China's science and technology program management.
