Abstract：The amendment of “Law of the Peoples Republic of China on Scientific and Technological Progress” in 2007, clearly defined technological achievement ownership:more rights have been granted to researchers.But most of these researchersunits belong to the state, so government funded research output ownership rules are inevitably affected by the state-owned assets management system during its implementation.This management system hampers the commercialization of research outputs, expressed both in the lag of system concept and the deviation of assets location.Obstacles are also shown in other sectors like property management, asset utilization, asset evaluation and returning of assets.In the new stage of comprehensively deepen reform, the governments reform on the right of control, the right of use, and the right of revenue of research outputs focuses on removing the obstacles of existing state-owned assets management system
