Abstract：The similarity of the regional innovation strategy in China leads to the similarity of innovation environment and achievements,hinders the innovation elements and achievements interaction between the main actors.In this paper,multidimensional scaling was used on the regional innovation data of 2008 and 2012.It finds out Shanghai is the best partner or innovation cooperation object of Beijing,while cooperation among Zhejiang,Shandong,Jiangsu and Guangdong will be more effective.But considering the geographical proximity,cooperation between Shandong,Zhejiang and Guangdong may be more effective.If others do not choose the neighboring provinces in the figures,they could promote the development of innovation,but innovation structure would convergence.
