Abstract：With the development of green production,technological innovation system as a national strategy will change.The nature of green technology is low-carbon technology and circular economy technology.To build a green technology innovation system,the interaction among the elements of technological innovation system,such as business,government,research institutions,technology intermediaries and financial institutions,is also required to change to green innovation.To achieve this transformation,linkage of incentive system,the modern market system,social participation system,culture and environmental system and the legal system need to be created internally,which will guide the green technology with the aim of an innovative development
