Abstract：The paper used evidence-based design methodology to analyze the current situation of the development of technology services of Xi'an.It combined with classification rules of domestic and foreign technology services.This paper put forward the policy design of industry category of technology services of Xi'an and pointed out the direction of the formats of the development of technology services of Xi'an
