Abstract:Based on principal-agent theory,through the Railway Bureau in different regions of field visits to research,it builds a railway IT outsourcing decision factors conceptual model,and makes a targeted theoretical assumptions.It uses factor analysis and deconstruction of the equation to verify the railway IT service features,factors and environmental factors affecting the ability of China railway's IT outsourcing decisions.The study finds,from the view of railway IT service features,complexity and assets specificity of railway IT services significantly affect outsourcing decision;from the view of responsibility of Chinese railway related political considerations,central government spending and competition within the system has a significant impact on it;from the view of market economic environment,the impact of the economic capacity of the railway corporation and financial situation on railway IT outsourcing is not significant;from the view of decision-making ability,there is a positive correlation between the support of the central government and internal competition and railway IT services outsourcing decisions.
