Abstract：This paper selects Stanford,MIT,Harvard and other 7 research universities of the United States as the research objects.Through the empirical analysis of these universities,this paper takes the legal basis and legal effect as the breakthrough point,to research on the promoting effect of law on the transformation of scientific and technological achievements.It summarizes two basic attribution patterns of disposal right and three common disposal methods,and then discusses the enlightenment of disposition of scientific and technological achievements' reformation in China.
