An Institutional Framework and Policy System of the Implementation of Innovation Strategy

Abstract：This paper attempts to define the concept of system,policy and innovation as well as their relationship.Furthermore,using the system theory,it constructs an institution and policy analytical framework which supports the innovation.The paper analyzes innovative system and policies of different countries and areas by means of data mining.The research shows that innovative system and policies have the characteristics of comprehensiveness,paying attention to the whole process,more opening,more supports on small and medium-sized enterprises,more efforts to introduce talents and trade barrier aggravation caused by intellectual property.It has the tendency to construct an innovative ecosystem.Accordingly,the paper presents the general thought and suggestions on the design institutional framework and policy system of China
