Abstract：This paper analyzes the problems existing in the present system,which is based on the scientific and technical communities and the present situation of government functions.It suggests that we should explore the way out of development in scientific and technological communities' position in organizational innovation development mechanism,accelerate the pace of undertaking government functions,enhance the ability to serve the society and promote the construction of talent team and other aspects,to provide decision-making reference for accelerating the construction of service government.
