Abstract：This paper uses the methods of literature research and content analysis to comb the Higher Education Institution’s Research Evaluation System in the present UK,Australia and New Zealand.It focuses on the composition method,avoidance rule and confidentiality duties of experts.The paper studied the practice features and inspiration of Research Evaluation System of the three countries,which involved composition rules of structure of experts group,selection of experts source,dispose of interest conflicts and confidential duties of evaluation experts.This study was in order to provide reference for experts selection of China’s scientific research evaluation system
