Abstract：Based on the Knowledge Production Function of Griliches and Jaffe,this paper used China's 31 provincial panel data from 2001 to 2013 and built Mixed Regression Model,to analyze the influences of innovation milieu,innovation input and innovation efficiency on three types of flowing innovation elements.On the basis of above research,considering time virtual variable,this paper further explored the differences of innovative elements flowing among different time dimension.
