Abstract：It is a hot topic about whether the basic research expenditure of China is appropriate.It is difficult to make the international comparison for lack of reasonable criteria.This paper puts forward a new international comparison criterion based on per capita GDP(PPP Dollars-Current prices),and concludes that basic research intensity of China should reach 12%～14% by 2020.And some suggestions to promote the basic research intensity are given
