Abstract:The paper selected 218 high-tech enterprises as empirical research samples for studying the evolution of innovation capabilities in high-tech enterprises based on coupling of environmental regulation and collaborative innovation.The results show command and control regulation has positive effect on technology collaboration,capabilities collaboration and innovation capabilities respectively.Market-based incentive regulation has positive effect on technology collaboration,capabilities collaboration and innovation capabilities respectively.Information disclosure has merely positive effect on technology collaboration.Collaborative innovation has positive effect on innovation capabilities
