Abstract：Along with innovation paradigm changing from Triple Helix to Quadruple Helix,innovation governance based on lateral cooperation emerges.Innovation governance is different from innovation management.It has 3 characteristics:public object,multi-subject and contractual relation.Thought of Innovation governance is different from western traditional liberalism ideas.In policy,it seeks to the combination point between public and private object.According to the practices in the world,five modes of innovation governance are found:strategy consultation,comprehensive innovation,PPP,policy mix,social assessment.These modes have enlightenment to China's scientific and technical system reform
