Abstract：It is important for government to promote the cloud computing industry,which is an important part of strategy of information security of state,upgrading industry level and dual-innovating drive.The comparison is proposed,in this paper,between project-mechanism and zone-mechanism based on the quo of promoting the cloud computing industry.The capability of coordination mechanism and development suggestion are enriched based the document promulgated by Order No.5 of the State Council
