Double Crises in the Construction of Mega Science Programs

Abstract:Efficient operation of mega science programs requires three basic support conditions:knowledge,talent and funding.The aftermath of carrying out massive mega science programs hastily without sufficient supporting conditions can be concluded as follows.First,the capital of trust will be overdrawn in the scientific and technological community,which will directly lead to evaporation of the dividend of trust.Second,given the limited funding of basic research,mega science program will take up the resource of other disciplines and impede their development.Third,due to the over-concentration of resource,the invent of mega science programs will fragment scientific and technological community.With the diminishing marginal utility,path dependence will result in the degeneration pattern of science and technology community.
