Abstract:We use text mining tools and PMC index model to establish the evaluation system of green energy industry innovation policies,and combine the score of PMC and the surface of PMC to quantify the ten innovation policies of green energy industry.The study finds that seven of the ten policies are excellent,three are acceptable,and we find out the weak links of each innovation policy and provide suggestions for improvement.We compare and analyze the innovation policies ranked first and last,and study the differences of policies in depth.On this basis,We put forward a proposal for policy optimization:“Four-Three-Three”principle,which means that we can focus on the four essential characteristics and promote the implementation of the three tools through three main bodies to enhance the effectiveness of innovation policies.Finally,we provide a reasonable suggestion for optimizing the path of green energy industry.The conclusions of this paper can provide a theoretical basis for the improvement of green energy industry innovation policies and an empirical evidence for optimizing the allocation of policy resources.So this paper is of great significance to promote the growth of green energy industry.
