Management Feature of the European Union's Horizon 2020 Plan and Its Inspiration to the National Key Research and Development Program of China

Abstract:The EU “Horizon 2020” plan is the most important STI program in Europe.It has the features of large funding amount,long plan cycle,wide funding areas and combines various forms of funding mechanism.The goal and uniqueness of the Horizon 2020 program are stated in this paper.The implementation and preliminary progress of the program during the past three years are summarized.The characteristics like the whole cycle design,innovation positioning,systematic structure,rapid response mechanism,the multi-year working mechanism,differentiation funding mechanism,and simplification actions are analyzed.Finally,several management recommendations on the National key Research and Development Program and other STI programs of China are given.
