Abstract：In this paper,science and technology innovation ability is studied about Shandong,Jiangsu,Zhejiang,Guangdong provinces.The purpose is to find out the gap between Shandong and other provinces in science and technology innovation ability,to put forward the ability of science and technology innovation strategy.It uses the comparison method of index of scientific and technological innovation ability.There is a big distance in 7 indicators in Shandong province,by comparative analysis with 14 indicators.Finally,strategies are proposed to improve the technological innovation ability of Shandong province.
