The Impact of R&D Input Intensity and Allocation Structure on the Efficiency of R&D Activities in Western Underdeveloped Provinces ——Taking Ningxia As An Example

Abstract:Taking Ningxia as an example,by using the DEA-Tobit two-step method,this paper evaluates Ningxia's R&D activities efficiency from 2000 to 2016,and makes the empirical analysis on the effect of R&D input intensity and allocation structure on Ningxia's R&D innovation eficiency.The results shows that:Ningxia's R&D activities are in a non-DEA effective state,and this non-effective state is mainly caused by the inefficiency of scale efficiency; the efficiency of R&D activities in Ningxia is obviously positively affected by the R&D staff's structure factor,while the R&D expenditure intensity has no significant negative impact on the efficiency of N&D activities.
