How to Promote the Transformation of University's Scientific and Technological Achievements:Experience from the Developed Countries

Abstract:The level of scientific and technological achievements transformation in Chinese universities has always been lower than that in developed countries such as Europe and the United States.Actively learning from and drawing on the experience of developed countries has become an option for the Chinese government to improve the level of university scientific and technological achievements.Based on the obstacles faced by the technologies providers (universities)and receivers (enterprises and venture capital),this paper constructs three mechanisms,such as supplier intervention,demand side intervention,and the link of supply and demand,and uses the specific policy practices of the developed countries such as the United States,Canada,and the United Kingdom to explain and verify these three mechanisms in terms of laws and regulations and financial support.The perspective of “filling the gap + policy tools”proposed by the paper is conducive to Chinese policy makers to learn from or improve the policy intervention mechanism for scientific and technological achievements transformation in Chinese universities.
