Abstract:This paper analyzes news events in three macro policy-making processes of the Internet of things industry through qualitative research,such as longitudinal research and interviews to get these conclusions.Firstly,policy makers stimulate local governments and industrial actors to move and form the evidence pool for solving macro policy-making issues by designing and implementing micro policy instruments.Secondly,different ways of interactions between government and industry actors become the carriers for transmitting decision evidence.By using evidence,it is possible for policy makers to improve the quality of policy-makings.Thirdly,the frequent interactions between evidence users and evidence producers gradually form a virtuous circle,which provides a basis and method for improving the quality of policy-making in emerging industries.
