Abstract:Technology talents are the keys to build an innovation-oriented country.It is of great significance to construct a reasonable motivation system for stimulating the vitality of the innovative group.Taking nearly 1,000 scientific researchers in 31 provinces as research subjects,using both questionnaire surveys and interviews,this study evaluates the impacts of released policies on motivating technology talents since the reform of the National Science and Technology Program funding management.The analytical results indicate that related policies have crucial influence on stimulating vitality and motivation,among which the performance salary allocation as well as innovation and entrepreneurship incentive polices are the most prominent.The establishment of institutions also plays a decisive role in determining the performance of policy implementation.In consequence,the construction of heterogeneous and long-acting mechanism,and improvement of legal person responsibility system will further promote the effects of such incentive policies aimed at technology talents.
