Analytical Model and Representation of the Core Elements of Science and Technology Security

Abstract:Science and technology security is a vital component of the holistic view of national security.To prevent the risk of science and technology security,it is very important to determine the framework of the core elements representing science and technology security.Based on the theory of“structure-function”,this paper expounds a logical chain of“elements-structure-function-representation(output)”for analyzing science and technology security.On this foundation,an analytical model of ESFR for science and technology security is brought forward.By using normative research methods and theoretical preselection methods,and integrating the research results of various evaluation systems of science and technology,the content framework that represents the core elements of scientific and technological security is constructed.The framework has five dimensions including integrality,autonomy,synergy,resilience and competitiveness that characterize the core elements of science and technology security.By using them the state and ability of science and technology security can be evaluated so as to prevent the risk of science and technology security.
