Abstract：From the perspective of goal evaluation in S&T innovation policy,it is necessary to distinguish the three levels of goal ontological evaluation,performance goal evaluation and goal management evaluation.Policy goal capacity evaluation can be an innovative concept in between.By defining its connotation and extension,using a goal expression model acquired from grounded theory and a goal capacity evaluation system established under content analysis,an empirical research was done on the S&T innovation policies of Guangzhou in the past 16 years.It was found that existing policies were not clear about the meaning,scientificity and connection of their changing goals.The goal setting at the city level was obviously affected by the superiors' orientation to it,and the goal's “regulating power”on policy management was not constant in specific periods.Evaluation of goal capacity provides an important basis for the goal system adjustment of S&T innovation policy,brings information inspiration for performance goal evaluation as well as guidance for “symptomatic treatment”in the process of policy implementation.
