Measurement of Regional Scientific and Technological Innovation Capability Based on the Evaluation of Subsystem Collaboration Degree——Illustrated by the Example of Gansu Province

Abstract:The improvement of the capability and performance of regional scientific and technological innovation system depends on the organic synergy of various subsystems.Based on the three-helix theory,this study establishes the regional scientific and technological innovation capability evaluation index system and uses the method of Entropy-TOPSIS-Coupling evaluation to empirically test the development of Gansu Province's scientific and technological innovation capability from 2010 to 2017.The analysis results are consistent with the actual situation.This hybrid evaluation model not only reveals the operation law of the regional innovation system,but also makes judgement on the coupling of related subsystems and the influence of each internal factor,which broadens the thinking for the evaluation of regional technological innovation capability.
