Analysis of Influencing Factors of High Quality Development in High-Tech Zones —Empirical Evidence from High-Tech Zones in Hubei Province

Abstract:This paper presents an empirical analysis on the factors that influence the high quality development of high-tech zones (HTZs)based on the panel data model and the data of HTZs in Hubei province.The results show that the high quality development of Hubei HTZs is on the whole on the rise,but the development is inadequate and unbalanced.R&D innovation,human capital,financial development and industrial agglomeration are important factors influencing the high quality development of HTZs.The expansion of opening to the outside world plays an important regulating role in the high-quality development of HTZs.FDI is a double-edged sword for the high-quality development of HTZs,significantly promoting the upgrading of the industrial structure of HTZs,but it does not directly improve the productivity level of HTZs,and has an inhibitory effect on the economic benefits of HTZs.It enlarges the effect of R&D innovation on TFP,but reduces the promoting effect of independent R&D innovation on industrial structure upgrading.Government support provides an important institutional guarantee for the high-quality development of HTZs,but excessive government intervention and support will lead to resource misallocation and hinder the upgrading of industrial structure of HTZs.
