Abstract：Scientific and technological innovation cooperation is an important part of Sino-German relations.Forecasting the trend of Germany's science and technology policy towards China in the post-Merkel era will help it prepare in advance.This article proposes that China policy and science and technology promote development are the two major thinking dimensions of Germany's science and technology policy towards China.These two dimensions are reflected in the German political party level as a political party's attitude towards China and its values of science and technology policy.By constructing an analysis quadrant that predicts the influence of political and personnel changes on Germany's science and technology policy toward China,this article prospects the trend of Germany's technology policy toward China in four scenarios.In response to the changes in Germany,China should clarify the potential “cooperation points”and “conflict points”in the Sino-German science and technology relations as soon as possible,and conduct proactive communication through various platforms to promote the Sino-German science and technology cooperation relationship to enter a healthy development track after the general election.
