Abstract：In the era of knowledge economy,science and technology service industry has gradually become a new engine to support science and technology innovation.Therefore,the state has issued a series of policies and measures to support the development of science and technology service industry.Based on the perspective of policy text analysis,this paper constructs a four-dimensional analysis framework of “policy supply subject,policy supply form,policy supply theme and policy supply tool”,and analyzes the characteristics of 135 policies of China's central science and technology service industry since 1990s by using text measurement method,content analysis method and social network analysis method.It is found that the Ministry of Science and Technology is the core and most important policy maker,and other policy issuing agencies are in a subordinate position and have poor synergy with each other;Policy forms mainly include four types named as regulation,guidance,plan and notification.A policy theme with one core goal,two key tasks,one basic work,several carriers and grasp as components are formed;At the central level,environmental policy tools represented by encouragement and guidance,clear support and goal planning are mostly used,while demand policy tools are relatively lacking.Based on this,this paper puts forward four targeted suggestions for improvement.
