Abstract:Based on grounded theory,the model of technology transfer performance of National Key Research and Development Program was constructed.The results of grounded theory were verified and developed by fuzzy set qualitative comparative analysis.We found that technical resources,human resources in the program team and system culture,chief scientist can respectively by organizing technical behavior,team coordination behavior,chief scientist at the action,produces technical ability,team ability,chief scientist ability,thus affect technology transfer performance.The external environment can influence technology transfer by influencing the relationship between resources,actions,and capabilities.This discovery enriches the application interpretation of resource action view.In addition,STOE panoramic dynamic wheel is constructed to expand and supplement the TOE framework in China.Finally,a single condition cannot produce technology transfer performance,high technology transfer performance has three generation mode.They are resource-capability driven type,resource-capability dominated logic market-assisted type,resource-capability and market-assisted type under government-dominated logic.The performance of non-high-tech transfer is mainly caused by the resource-capacity shortage of the project team.Resource and capacity play a leading role in the impact on technology transfer performance.The research is helpful to understand the internal operation of National Key Research and Development Program and provide reference for promoting technology transfer of S&T projects.
