Evaluation and Obstacle Factors Diagnose of the Development Quality of Scientific and Technological Talents in China ——Based on Panel Data of 31 Provinces (Autonomous Regions,Municipalities)

Abstract:The paper constructs a quality evaluation index system for the development of scientific and technological talents in China,Through the coefficient of variation-improved TOPSIS approximation method,we put forward corresponding policy advice which has some reference value to accelerate the promotion of scientific and technological talents development quality by analyzing and diagnosing obstacle factors based on panel data of various provinces..This research shows that the development quality of scientific and technological talent has upward tendency from 2009 to 2018 in 31 provinces (autonomous regions,municipalities)of China.Although the development quality of scientific and technological talent in different provinces (autonomous regions,municipalities)has some gaps,the gaps are gradually decreasing.Among them,Beijing belongs to the leading type of the development quality of scientific and technological talents;Guangdong and Jiangsu belong to the leading type of investment in the development of scientific and technological talents;Zhejiang,Shandong,and Shanghai are the leading type of scientific and technological talent development efficiency;Sichuan,Guizhou,and Chongqing are the types with outstanding potential for the development of scientific and technological talents.In terms of obstacles,we discover that it has two important obstacles which hampers the development quality of scientific and technological talents in various regions in China.One is the shortage of scientific and technological talents and the lack of R&D funds in enterprises,the other is that the per capita GDP and the rate of industrial value added in China is relatively low.
