Research on Construction of Security Risk Indicator System in Key Science and Technology Area

Abstract:The new round of Scientific and Technological (S&T)revolution and industrial change and China's accelerated transformation of economic development form a historic intersection.It has profound implications for the challenges the country faces and the way it maintains security. Maintaining security in Science and Technology area,especially in Key S&T area,has become a top priority in the implementation of the holistic view of national security.It is therefore of great importance to explore the construction of a system of indicators for evaluating security risks in Key S&T area.On the basis of exploring the connotation of security risks in Key S&T area,this study built a “Double-edged & Multi-center”Risk Assessment Framework according to the principle of “C-S-F-C-W-D”in the construction of the index system.Based on the framework,4 primary indicators,13 secondary indicators,and 35 tertiary indicators were designed according to the logic from overall to general,from phenomenon to essence,and the indicator weights were calculated based on the scoring results of the consulting experts.This paper initially constructs an index system for security risk assessment in China's Key S&T area,which will help to grasp the development trends in this field in a refined manner and provides governance tools for building New National System for S&T innovation.
