Abstract:Autonomous vehicle(AV)is the most representative application scenario of artificial intelligence,which is rapidly developed for commercial use.AV leads to new types of human-machine interaction,triggering a large number of new facts.However,the absence of laws and policies causes severe social problems.Therefore,this study first identifies and clarifies the following three key regulation-related technical elements,namely technical level classification,operational design domain,and current development stage of the AV so as to unify the terminology and framework in this field.Then,this study analyzes the crucial regulatory problems with L2 automation system which is largely commercialized in China,such as regulatory measures lacking,safety risk emerging,false propaganda overflowing,and safeguarding right difficulty.Furthermore,based on the theory of human factor engineering,this study carries out an in-depth analysis of the internal mechanism of these problems.Finally,it is proposed that the regulation in AV field should adhere to human-orientation.Based on this,this study proposes four specific methods for regulatory optimization,namely,level-adapted regulation,mandatory pre-market testing,standardization for language using in AV advertisements,mandatory requirement for risk control system,to supervise and guide the sustainable development of the AV technology and industry.
