Can China's North-South Gap be Improved ——Monitoring and Comparison of the Resilience of Innovation Network Based on Three Major Urban Agglomerations

Abstract:Urban agglomeration has become the core carrier leading China's high-quality development.Effective monitoring of the construction of urban agglomeration innovation network can determine the trend of regional coordinated development,which provides solutions to address the North-South gap.Based on the resilience interpretation of urban agglomeration innovation network,five-dimensional resilience features including diversity,compatibility,fluidity,cushioning and evolution are proposed.The resilience monitoring system,prediction and early warning model of innovation network are constructed.Through empirical analysis of the resilience of innovation network in the three major urban agglomerations from 2014 to 2018,the results show the followings.①From the current situation of resilience monitoring,the average ranking of resilience is Yangtze River Delta,Guangdong-Hong Kong-Macao Greater Bay Area,Beijing-Tianjin-Hebei.Guangdong-Hong Kong-Macao Greater Bay Area shows an upward trend,while Beijing-Tianjin-Hebei and Yangtze River Delta show a downward trend,and their development is uneven.②From the perspective of resilience prediction and early warning,the resilience gap between Beijing-Tianjin-Hebei and the two major urban agglomerations in the south will be significantly reduced from 2021 to 2023,and the North-South gap is expected to improve.But the resilience alerts of the three major urban agglomerations are all at high levels,which also deserves close attention.This paper provides a complete solution for dynamic monitoring and early warning of the resilience of urban agglomeration innovation network,which can also be applied to other urban agglomerations.
