Abstract：Based on related theories of industry coordination and innovation network,this article proposes a research framework for industry coordinative development with perspective of innovation resources analysis with focus on the layout of innovation resources including entities,platforms,achievements and environment,and their interactions.It makes a comprehensive analysis of innovation resources foundation of IC Industry in Beijing-Tianjin-Hebei Region and also summarizes coordinated development of IC industry in this region in terms of institutions establishment,platform co-construction,achievements sharing,all of which are conducted with reference to major links of IC industry chain.Then,development path for IC industry coordinated innovation of the region is proposed,i.e.arranging layout according to industry chain characteristic,leading by influential and powerful entities,supporting by various platforms and supplementing with appropriate services,which is hoped to promote regional IC industry coordinated innovation and manufacturing industry upgrading.
